Engineering/Construction Specialist South Florida Water Management District West Palm Beach Administrative Headquarters (B1) Job Description: Engineering/construction management practitioner that completes discipline related assignments for a construction project(s) or performs construction management functions for basic projects that support the agency's core mission of flood control, restoration and water supply. Construction projects include pump stations, water control structures, reservoirs, storm water treatment areas and related works. Incumbent applies a solid working knowledge of engineering theories, concepts and practices to complete assignments. Demonstrates technical competence by evaluating, selecting and applying standard engineering procedures and techniques while using discipline knowledge base for recommending adaptations and modifications. Technical competence is also developed by keeping abreast of industry and discipline trends/developments and attending technical seminars. Develops expertise for planning, estimating, cost, time and quality management, contract administration, change orders, project controls, compliance and permitting, safety management, and Construction Management professional practices. CM professional practices include specific activities such as defining the responsibilities and management structure of the construction management team, organizing and leading by implementing project controls, defining roles and responsibilities and developing communication protocols, and identifying elements of project design and construction likely to give rise to disputes and claims. Examples of engineering/construction work assignments include: Reviews engineering and design plans related to a portion(s) of a construction project and presents findings to supervisor. Participates in developing and monitoring project budget; assists with forecasting funds needed for staffing, equipment, change orders, materials and supplies; assists with monitoring and approving expenditures and payments; and, assist with evaluating and recommending change orders. Assists with consolidating all engineering and design specifications/plans and all project management documentation into one comprehensive construction management plan for each assigned project. Learns to direct, coordinate and review work plans for assigned District construction projects; assign work activities for support services including inspection, project controls, cost estimating, environmental protection, safety, etc.; monitor work flow; review and evaluate work products, methods and procedures; and, meet with staff to identify and resolve issues/problems. Assesses compliance with all environmental, building and safety regulations and codes from federal, state, county and/or municipal level. Provides assistance to management as requested including but not limited to conducting studies / investigations for assigned projects and presents findings to supervisor. Participates in site inspection and construction inspections during the construction process. Supports the Bureau's emergency operations by inspecting damages; providing input for development of SOWs for emergency repairs; assisting in obtaining contractual or in-house support services to make emergency repairs; and, providing assistance in managing the construction of emergency repair projects. Employment Guidelines: Typically has Bachelor's degree in a related discipline such as but not limited to Civil, Construction or Structural Engineering and 2+ years' experience that demonstrates measurable career and technical progression that can be applied to support the Engineering and Construction Bureau's work plan and the District's business plans and strategies. License: Valid State of Florida Driver's License. Incumbent pursuing the process for attaining State of Florida Professional Engineer (PE) license preferred. Physical Requirements/Working Environment: Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
