The Florida Department of Management Services (DMS) is a customer:oriented agency responsible for managing various business:related functions throughout state government. Under the direction of Governor Rick Scott and DMS Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Floridas state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the states workforce. Position responsibilities:
The incumbent in this position serves as the Bureau of Private Prison Monitorings (PPM) primary Contract Monitor for the 1948:bed adult male correctional facility located in South Bay, Palm Beach County, Florida. The Contract Monitor is responsible for designing and maintaining a schedule in which he/she visits various parts of the facility to observe facility functions and operations. All facility functions and operations must be observed in a manner that allows the Contract Monitor to determine if the facility is compliance with all applicable policies, rules, and procedures. This schedule must include evening and weekend visits each month.
In addition, this position is responsible for assisting with onsite monitoring for six other privately operated correctional facilities located in the following counties: Bay, Columbia, Gadsden, Jackson, Palm Beach, and Santa Rosa. Significant travel is required in this position, including overnight stays. The incumbent must be able to establish and maintain professional relationships that foster a team environment that welcomes review of each facilitys functions and operations by all Contract Monitors, Management Review Specialist, and PPM personnel.
The person in this position must have an intimate knowledge of the Vendors Operational Contract, American Correctional Association (ACA) standards, Florida Administrative Code (FAC) rules and authority of the PPM. Must be capable of working independently, communicating effectively, interfacing, and working directly with his/her peers, staff of the facility, Department of Corrections and PPM. Must possess leadership characteristics, administrative capabilities and be capable of defending the positions taken by PPM. The incumbent must be able to approach the position with an open mind to new correctional methodologies, not a predisposition toward previous experiences.
He/She is required to draft a monthly contract performance indicator (CPI) and accountability report on his/her primary facilitys activities, and other facilities visited during the month. These reports will be submitted to the Management Review Specialist.
