This is independent work analyzing, developing, overseeing production, monitoring quality and assisting a staff of Records Specialists and Statisticians working in multiple databases including Health Maintenance System (HMS), Healthy Beginnings Database (HBDS), Evault, Well Family, and FMMIS in the Maternal Child Health Division.
Evaluates work, manages, plans and controls staff productivity, analyzes problems, formulates recommendations and prepares reports of findings. The incumbent has fiscal responsibility for the program budget, recommends studies and analysis of procedures, and establishes priorities and corrective actions. Supervises employees by assigning work, reviewing progress and assessing performance.
Responsible for the supervision of Maternal Child Health Division data team including appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. The incumbent reviews work products, forms and reports and confers with management and staff to identify problems and improvements. Develops and implements program procedures and assures compliance with deliverables specified in the Childrens Services Council contract.
Interviews staff and conducts observation to ascertain and evaluate unit functions, work performed, and methods, equipment and personnel used. Prepares manuals and trains staff in use of new forms, reports, procedures or equipment according to program requirements. Designs, evaluates, recommends and approves changes based on need and analysis. Plans and conducts studies of problems and procedures. Gathers and organizes information on problems or procedures. Analyzes data gathered and develops solutions or alternative methods of proceeding. The incumbent works closely with the Maternal Child Health Management Team and must have excellent communication, teamwork and team building skills. The ability to communicate and collaborate with community partners in The Healthy Beginnings Program Is required.
Work is performed under the supervision of an Operations Management Consultant II. The Incumbent is expected to have the ability to communicate (by phone, in person and electronically) in a courteous and professional manner at all times.
The incumbent is expected to adhere to all established DOH safety procedures and practices in the work place.
This position is designated as sensitive. The person in this position is required to maintain confidential client and agency Information in accordance with the Department of Public Health and Palm Beach County Health Department Information Security Policy, protocols, and procedures. The confidential data sets which the incumbent will be working with include access to client clinical information and Healthy Start Screens which include Social Security numbers. This position will require both the ability to view as well as update client information.
